The speakers share their own experience of service, analyze the evolution of the NCO corps in the Ukrainian army and explain why NCOs are the basis of effective unit management. Special attention is paid to issues of leadership, personnel training, responsibility of junior commanders and the implementation of principles that have long become the norm for the armies of NATO member states.
The participants of the discussion also talk about the challenges that the Ukrainian army faced during a full-scale war and emphasize that a successful NCO reform requires not only regulatory changes, but also a change in military culture, the development of professional leadership and a clear division of responsibility between commanders and NCOs.
The new issue continues the series of conversations by Valery Markus on systemic changes in the Ukrainian army and offers a professional perspective on one of the most important reforms on which the effectiveness of the future model of the Armed Forces of Ukraine depends.
